Portnoff Law Associates, Ltd. is a law firm that limits its practice to the collection of delinquent municipal user fees and real estate taxes in Pennsylvania. We have helped municipalities, authorities, and school districts throughout the Commonwealth recover delinquent sewer, trash, recycling, and water fees, and real estate taxes quickly and efficiently.

Firm History: Portnoff at a Glance

In 1989, the father and daughter team of Alan B. Portnoff and Michelle R. Portnoff established Portnoff Law Associates, Ltd. as a general practice law firm. In 1997, the firm limited its practice to the collection of delinquent real estate taxes and municipal user fees.

Today, the firm employs more than 60 staff members and represents over 90 taxing districts throughout Pennsylvania.

Key milestones:

• 1989: Portnoff Law Associates opened its doors in Berwyn, PA.
• 1996: The passage of the underlying legislation of the Pennsylvania Municipal Claims Act that allowed fee shifting occurred with Portnoff serving as a key driver behind the bill.
• 1996: Portnoff Law Associates expanded to serve taxing districts in Western Pennsylvania.
• 1999: Portnoff Law Associates expanded to serve taxing districts in the Lehigh Valley.
• 2001: Portnoff's staff grew to 35 employees.
• 2003: Portnoff Law Associates hired its first full time IT manager, to manage our state of the art technology used to streamline processing that quickly converts collections into cash for clients.
• 2006: The company relocated to its current location in Norristown, PA.
• 2006: Portnoff Law Associates began serving its first Northeastern Pennsylvania (NEPA) client.
• 2010: Portnoff Law Associates collected $1 million in delinquent trash and recycling fees for the City of Reading-in less than one year.
